Defend is used to increase the defensive strength of that army for that turn. It does not work if the army is the aggressor, nor does it increase the defensive value of any other army.

Defend is best to use when you have one army waiting for an attack, such as an army defending a fortification or resource. If you have more then one army in co-joined hexes and are not sure which hex they will hit first it is better to use a support order.
